Used an enchanted book (Fire Protection II) on diamond leggings, want to enchant Protection II on them, it won't let me.

I need to know if I can fix this if this is a bug. I want use books to enchant multiple times on a tool or piece of armor.

This isn't a bug. You can enchant the same item multiple times with books, but you can't give it more than one type of protection. For example, you can give a pair of diamond leggings fire protection and thorns, but you can't give it fire protection and blast protection.
